There are two systems of health care in Slovenia: people insured with sickness insurance (both compulsory and complementary) and people not insured with sickness insurance (the uninsured).
You must take out compulsory health insurance if you are not a student, or when you reach the age of 26. If you are a full-time employee, your employer will arrange compulsory health insurance for you. If you are not employed, you will have to pay for your own compulsory health insurance.
There are two types of insurance. Compulsory health insurance does not cover the full cost of health services, so you will have to pay extra for certain health services. You usually pay for your complementary health insurance yourself in monthly instalments. It makes up the difference up to the full value of the health services, so you do not have to pay for them when you need them.
To register for compulsory health insurance, you need to fill in an M-1 form, and you can either arrange the registration in person at the Health Insurance Institute of Slovenia (ZZZS) or send the form by post (preferably by registered post) or e-mail (in which case you should ask for confirmation of receipt of your request). When you have health insurance, you can choose a personal doctor in a health centre for when you are ill or injured. Your personal doctor will open a sick note, prescribe medicines or, if necessary, refer you to a specialist doctor for further treatment (issue a referral).

To obtain prescription medicines, visit a pharmacy and present your health insurance card at the counter. You can also get over-the-counter medicines at the pharmacy, though you will have to pay for them yourself.

The Koper Community Health Centre (ZD Koper) operates a Pro Bono Outpatient Clinic (Cesta na Markovec 1, 6000 Koper), phone: 05 6647 341), which is open to people without insurance and offers free basic health services on Tuesdays between 2 pm and 5 pm.
