General

Social security covers health, employment, housing, education and other aspects of the population. It provides a range of benefits in services and in cash. Measures are based on solidarity and equal opportunities, and ensure the inclusion of everyone in the country.

Prevention of violence

Social security in Slovenia is ensured by measures in areas that include health, employment, housing, education and other aspects. Social security provides a range of services and cash benefits to groups and individuals without sufficient means of subsistence. The measures are based on social justice, solidarity and equal opportunities and ensure the inclusion of all residents of Slovenia.

The Domestic Violence Prevention Act defines domestic violence as any use of physical, sexual, psychological or economic violence by one family member against another family member, or neglecting or stalking of the victim and corporal punishment of children. 

Types of violence

Physical violence denotes any use of physical force or the threat of using physical force that forces the victim to do or refrain from doing something or suffer something or restricts their movement or communication and causes them pain, fear or shame, regardless of the fact whether injuries were inflicted.

Sexual violence refers to handling sexual content that the victim opposes to, or if he/she is forced into implementing them, or because of their stage of development, does not understand their meaning, threats to use sexual violence, and public posting of sexual content about the victim.

Psychological violence denotes such actions as conduct and dissemination of information with which the perpetrator of violence uses it against a victim and induces fear, shame, feelings of inferiority, endangerment and other anguish, even if they are carried out using information and communication technology.

Economic violence is unjustified control or setting restrictions on a victim concerning disposing of one's income/property, failure to fulfil financial or property obligations or shifting these obligations to the victim.

Neglect falls under those forms of violence in which a person does not provide due care for the victim who needs it because of illness, disability, old age, developmental or any other personal circumstances.

Stalking is intentional, repeated unwanted contact, pursuing, physical coercion, observation, dwelling in places which the victim frequents regularly or another form of unwanted intrusion into the victim's life.

Important to know
  • No one has the right to cause violence.
  • Violence is a violation of fundamental human rights.
  • Violent behaviour has many negative consequences for you and your loved ones. It brings significant life losses and lowers the quality of your life and the lives of others.
  • With violent behaviour, you cause distress and suffering.
  • Children are victims of violence, even if they are only present when violence is committed against another family member and do not experience it directly or if they live in an environment where violence is committed. Ensure their safety and healthy development.
  • There is no excuse for violence. Violence is not something that just happens; violence is a behaviour that we choose.
  • We can all learn new social skills or methods of constructive and non-violent communication and expression of emotions, thus changing violent behaviour.
What can I do

There is help. You don't have to be on your way out of violence alone. You have the right to live a safe and fulfilling life.

  • Tell someone you trust what's going on. Don't isolate yourself, talk!
  • In the event of a violent incident, leave the premises and call the police if possible. If this is impossible, lock yourself in the room and call the police.
  • When punched or kicked, put yourself in a position that will cause minor damage (e.g., roll into a ball and protect your head with your hands). Call out loud for help.
  • If possible, arrange with your neighbours to call the police if they hear that violence is happening in your dwelling.
  • Prepare the essentials for you and your children (money, identity documents, medicine, spare car keys, etc.) for a sudden departure from home.
  • Report violence. You can do this orally or in writing at the police (if you are at risk) or the Centre for Social Work. It is wise to obtain a copy of the record of your statement and information about the person handling your case.
  • The violence may escalate when you decide to end the relationship with your partner. You should make a safety plan, which is easiest with an appropriately trained person.
  • Alternative dispute resolution (e.g. mediation) is not permitted in violent cases.
Restraining order

In the case of (domestic) violence or reasonable suspicion of a crime or a minor offence with elements of violence, the police or the court may issue a restraining order prohibiting the perpetrator of violence to approach a place or person.

  • The police verbally issue the perpetrator of violence restraining order to prohibit his approaches to a particular place or person and serve a written order on the measure within 6 hours.
  • The perpetrator of violence must leave the prohibited area immediately. Before leaving, he is allowed to take his identity documents, financial documents, means of payment, and personal belongings (shoes, clothes, and accessories for personal hygiene) under the supervision of the police.
  • The perpetrator of violence must hand over to the police officer the keys to the residence in which they live together with the victim.
  • If the perpetrator of violence does not comply with the order, the police immediately remove him from the area.

Core Activities:  

  • First social aid is a social protection service. It is designed to prevent and remedy personal hardship. Anyone in need is entitled to social assistance services. During the interview, the professional caseworker identifies the difficulties and problems and proposes solutions. Informing the applicants about the possible forms of assistance.
  • Working with volunteers, who mainly help by providing individual or group learning support. The most desirable skills for learning support are Italian, maths and English. For group activities, it is desirable that volunteers have skills in group dynamics and enjoy working with children and adolescents.

Two programs operate within the SWC:

  • SCW Program: Adult Mental Health
  • SWC program: Day center for children and adolescents PetKA

Activities for Immigrants

  • Temporary residents are entitled to First Social Aid at the Centre for Social Work;
  • In the case of families with children, the children are entitled to child benefit, provided that they live in Slovenia and are not receiving a child benefit in their own country);
  • They may also be entitled to free lunches, based on the child benefit census.

Core Activities: The Institute provides help to children, young people and parents in need of fast and effective counselling. It guides them towards appropriate treatment.

The Counselling Centre employs psychologists, social pedagogues, educationalists and a social worker, as well as specialist teachers, inclusive educationalists and psychotherapists. 

Svetovalni center Istre je podporna institucija, ki se med prvimi odzove pri težavah  otroka, mladostnika in njihovih staršev.   • Psychological support and counselling, psychiatric help and treatment, pedagogical, socio-pedagogical and psychosocial counselling,
  • Special education and speech therapy,
  • Help for children and adolescents with learning, emotional and behavioural difficulties and other psychosocial problems and developmental deviations that are manifested in the child's and adolescent's development, experience and functioning in kindergarten, school and other areas of life and support for parents to relieve the burden of supporting their children.
